Government of India has appointed VLEs (Village Level Entrepreneurs) working in Common Service Centers mainly to collect the details of those who are interested in this scheme
They should visit the houses in their allotted village and create awareness about this scheme and upload their names in the mobile app for this purpose the government has developed a special android mobile app.

CSC VLE Key Considerations During enumeration
| Data from high rise buildings should not be filled and compiled just to achieve numbers. |
| Data of non willing consumers shall not be recorded. |
| Data of asbestos sheet based roofs or houses having unstable / kuchcha roof should not be recorded. |
| No data shall be recorded or compiled without the consent of consumer. |
